4' generally isn't high enough, I know mine could hop up on that even with clipped wings. But it depends on if they respect the fence. Can you put up the 4' and add some chicken wire to the top?


I thought about adding a top as soon as I asked the question. I have a nice tarp I got from Harbor Freight on the pen they have now....it offers them a lot of shade. Looks like tomorrow will be a busy day!

You can buy deer netting at tractor supply for about $20 per roll. My main run is dog kennel panels and the deer netting over the top to prevent birds of prey. They have a solid coop to protect them at night. Good luck!
 
I think that your brother took it one step too far. I am sorry about losing one of your girls. I think the 4 foot fence would work if you put netting over the top. Otherwise I would find a new place to live.
 
I think a large lightweight movable type tractor may serve you better than fencing since you mentioned that some tend to fly high enough to roost in your trees. A BIG tractor can be made movable if it is light enough. The PVC and wire is certainly light weight. Sorry for the loss of your hen. Your brother isn't a jerk though. You mention he warned at least once.
