Sorry to hear about it, our predator is sneaky, they just disappear during the day, one by one...including our first ever hatched, the boys' favorite.

I talked to animal control about it once (speaking hypothetically, at the time). In our area, I could potentionally charge: initial cost of the bird + cost to raise the bird to that point + loss of production (eggs or chicks) + cost of replacement stock + cost to raise replacement stock to production point.
 
I'm imagining you don't have a good working relationship with the neighbor... if you did you could work something out. Also if the dog tasted blood what is to say he won't go after your kids next time (God forbid) just be aware. plan ahead, make sure this incident does not happen again for lack of planning, learn from this experience. sorry for your loss
