Shrink wrapping is when the membrane pulls away from the side of the egg and clings to the chick all the way around, preventing movement. The membrane can get dried out on the top without shrink wrapping all the way down.

Also, make sure you're adding warm water, not cold water.

I think your incubator needs to go back in a box to where it came from...

Mine came out every time when they looked like that, but I have big birds as you've seen.

The timeframe is more concerning to me than what it looks like. I agree that it looks fine, but I don't agree that being like that for an hour (if it hasn't made progress) is fine.
