The timeframe is more concerning to me than what it looks like. I agree that it looks fine, but I don't agree that being like that for an hour (if it hasn't made progress) is fine.
Mine were like that for 1+ hours. I never assisted. All are living happily.

I think I have different experiences and that's okay...
 
Glad your chicks survived. I hatch mainly bantams, which might make a difference.

It’s out! It’s out! It’s out!

It appears to be stuck to the umbilical cord though so I’m thinking I should cut it? Or put it back in the egg?

Dude. I hate to break it to you, but those are dinosaurs. If they start stretching up next to you, they're measuring you up to see if they can eat you, not being friendly. Don't fall for it!!
