Keeping female Ducks quiet? (Khaki Campbell)

Despite my mother telling me no, I plan on getting some sexed female ducks for Colonel so that he doesn't go after out hens when he's older.
Our city has a noise law so we have to make sure they stay quiet or we'll get fined. We already have shitty neighbors who have called on us once before for another neighbor's dog barking so I don't want us to get into trouble.

Are there any tips/advice on keeping them quiet?

I have to wait another week before getting the female ducks as Wilco won't have them until 4/12

That's kinda like getting a dog and expecting it not to bark. If you can't have loud ducks, don't get a loud duck breed. The noise is how they communicate, you can't very well try to stop members of a social species from talking to each other.

I have 2 one year old khaki Campbells and one of my girls Loo is a noisy bad duck. The other one Lily is a quiet good duck. I also have neighbor issues I worry about. Some mornings Loo screams her head off yet other mornings she is good. Have you concidered other quieter breeds? I love my girls very much and am prepared to fight a good fight if it comes to town noise issues. But if I had to do it over , I would rethink the breed for sure.
