Maybe she was a runt from a breed that was already small. I have never seen a hen so small.

I don't think so, she was the first bird to hit maturity, and my very limited research seems to point to the fact that runts don't make it that long. Keep in mind she has caught up with them in size a bit, this photo was taken a few weeks back, but she's still smaller than them
