Kindly asking for a new report page for the Member Pages

I know it doesn't exist, but why not make member page subforums?
Like a section on the forums for discussion related to member pages, like role playing, etc., or an additional section under member pages for articles? For the former, that would already be covered under Random Ramblings and GJF, as the member pages section is appropriate for generic articles. Regarding the latter, this is a chicken forum, not a role-playing forum.
Is the developer looking into it?
XF1 is unsupported software, and the articles to threads tool has been removed in its entirety in the version for XF2.

Could someone who knows something about coding and computers be found to fix it?
That's not a bad idea, but either way, ideally we'd be able to convert the articles that should be threads into threads, so content that could be well-suited to another part of the site isn't deleted.
There doesn't seem much point in turning months old misplaced threads into current threads. It would make more sense to just delete them.

The outcome is that nothing came of it.

Nothing can be changed unless the DEVELOPER of the program changes something. This isn't something 'any old techie' can fix.

Right now we're focusing our efforts on upgrading the site to the new version of the software.

Maybe old ones with no replies can be deleted, but if an old thread is found to have been posted to an incorrect subforum, it would make more sense to move it to the correct section than to delete it, as old threads can serve as valuable reference material. Also, it would make more sense to convert new articles that are better off as threads into threads, assuming the creator of the article hasn't already posted it to the forum.
