By 12 weeks, it should have much more pointy saddle and hackle feathers. It's tail would probably be more curved and an EE roo with that coloring/pattern would have red wing patches. It's a pullet.

It has no pointy hackles and zero saddle feathers which it would by now. Plus no comb development which it would also have. As well as a female specific and even color pattern as opposed to splotchy red all over.What makes you think this is a pullet? I really don't see it. Combs don't make a rooster.

Some breeds just don't grow combs as fast as others. That comb looks like a single comb.
