Could you get a picture of its saddle feathers? Looks like a cockerel to me.

I see some pointy saddle feathers coming in, that is a cockerel.

In the first few photos it is hard to tell due to the saddle feathers. They are invisible. Next photos... From the size of the comb and the tail I'd say rooster.
I am sorry to hear that he will probably have to leave- he is very handsome. But all I can say is there still is a chance for it being female.

13 weeks old. Still no crowing.

That last photo shows well that he is starting to grow what will be a glorious red saddle. The red feathers coming in are pointed and very red.
I stand by my first call that this is indeed a male.

He is 100% a cockerel. Hens/pullets don't get those pointy saddle feathers.

Still say cockeral, most roosters will not begin to crow until they are 4-6 months old.
