I'd bet he's a project Olive Egger. Likely half Australian Araucana, half Black Copper Marans (from a line without feathered legs).Well that what I got told when I brought it at 8 weeks

With a comb that red already, you know it's a cockerel.About 4 weeks
Male specific feathering doesn't begin to develop until about 10 weeks of age, and can take several more weeks to be really visible.But then again I looked at the tail and made me think twice
