matted rabbit fur.....any clipper blade suggestions???

I have a male flemish giant who is an extremely lazy cleaner. he has mats under his chin and his butt area. Without having any other blade options, could you use a small scissors to snip away at the matt that remains?

Another idea is a man's electric razor. We use one to cut feathers around our silkies' eyes.
