Mean 7 week old boy

As I stated earlier, just watch the behavior. My cockerels went through a similar stage, and have all turned out fine. None are human aggressive, and they "trained" the pullets to take their cues from them, for their own protection. I'm not saying that this is the situation here, but very well could be. I'm suggesting you watch more closely to determine if this is what is happening, or not.
 
Thank you everyone for your responses. We've discovered that Nugget, the cockerel, is just a little stir crazy when cooped up - despite that it's a huge upgrade from the brooder. We let him and Fiona have some time exploring the full backyard today, and he was super chill....after figuring out that airplanes weren't going to eat him. Here's some pics of our two enjoying the mud, bugs, and sprouts in our yard.

We've kind of come to terms with the fact that we're basically "fostering" him, as we won't really be able to keep him if he keeps being a grump towards his roomie and looking into options. He's really very sweet with us....he just needs more space than we can offer him, since we technically can't have a rooster in our area older than 4 months old. :'(

What do you suggest as boredom breakers?
I heard of mirrors and I put a small perch (2x4x3) in my brooder at 5 weeks. Mine also loved a bin or bowl of sand to scratch around or dust bathe in if it's big enough.

Oh and, not sure if this counts, but they loved going outside for an hour or so everyday until I moved them in the coop at about 7-8 weeks.
