Mesh predator apron being REALLY HARD to do

My run is 2 by 3" welded wire with a chicken wire apron around the bottom.

2 x 3 wire won't keep rodents out and an apron isn't around the bottom. An apron is something that lays on the ground to keep digging predators out.

My run is covered, everything else is 1/2" hardware cloth as well as my apron, that is on the ground and out 18 - 24 inches. My coop and run are open 24/7, I sleep well at night.

Maybe I don't have the terms right--I believe skirting is the stuff going out away from the run about 2', and apron is the stuff going up the sides of the run about 2-3'. Or is that backwards?
Skirt or apron is the same thing, it keeps things from digging at the base of the wall to get under it. You're correct rats can get underneath and while most aprons work OK on top of ground surface for most diggers, rats can tunnel underneath a surface apron so apron should be buried a good foot or more below surface.
Good examples of anti-dig apron installation on surface of ground:

The smaller mesh going up the wall a couple feet to prevent reach thru's is not called an apron...tho it's often connected to or of the same piece of mesh as the apron. Hpe that makes sense.
