Mixed opinions ...

I see saddle feathers and pointed hackle feathers but everyone else said she was a pullet lol. It looks like a cockerel to me..

I'll stay off the bandwagon and side with you.
I say cockerel.
 
Does the vent size mean anything at all?

Well if she does start to crow I'll let you know haha! Definitely still mixed opinion

Ok, so update. I still have no idea but here is a recent photo of Bunty...

What do you guys think?
 
Buntys feathers (and giant feet ) make me think roo but I agree the comb and wattle makes me wonder too! Clementine my other buff orp hen has a bigger comb and wattle? (She is older though?)

That's a cockerel, IMO. I see shiny, pointy saddle feathers, something pullets do not have. Buff Orps can be a little confusing for a time, it's true, but the shiny, darker, pointed saddle feathers and hackle feathers are a big clue here.

Absence of crowing means nothing. I've had males wait until they were over 30 weeks old to crow. They mature at different rates.
 
It’s the feathers that made me think roo to begin with, but I’ve never had Buff Orps before so I wasn’t really sure. No crowing yet, but I’m on the lookout haha, I think he is just a very late bloomer perhaps?
