No i live in Salem, OR. We have all the seasons. Winters are usualy in 40s with occasional dips into 30s with snow being rare. To prevent the birds from getting cold I would cover the opens areas with plastic and it worked very well. I’ve did that for many years while I had birds.'Aviary' might have been a better term...or 'parakeet house'.
