If they are chirping annoyingly, something is wrong.
Are they cold or hot? Are they under the light or tryign to keep as far away as possible?
Do they have food and water?
Happy chicks are generally pretty quiet.

I agree. The chicks in my classroom are generally quiet. If there is something wrong they peep loudly. Figure it out and they will be quiet.

My mom is "broke" not sure how much money it costs to get a simple light, but it cant be that much can it?!

Also I heated my room up ALOT for them...

I keep all my chicks in a shed outside with a light, they'd drive me crazy in the house with the noise, smell and dust. Since, like in your state, it is too cold for chicks to be brooded in a shed during the winter, I don't hatch any at this time of year. I have no place to raise them.

I like to keep mine in the house to socialize them, but as long as they have a good heat source to warm themselves under, you can brood them anywhere. Do make sure that the temp directly under your lamp is around 90 degrees. Other areas of the brooder can be quite a bit cooler than that. But if you're saying you don't have a bulb available for your room, then I'm thinking there's not one out in the coop. How is it heated?

Regardless of how 'hot' your room is, constantly chirping chicks generally = chilled chicks.

I have ducklings out in the heated coop and if I take the light from them they will surly die. The ducklings are very calm and wouldnt hurt the chicks, my only problem is that the ducklings go outside during the day and the chicks couldnt

Also I asked my mom super nice for a new lamp and light and she said "theres no way" I have $10 right now but I was gonna use that for christmas present for my little brother
