Don't do very cold water, it's too much of a shock to the system when the water is that cold and it's that hot outside. Same thing with moving them in an out of an air conditioned environment, it's too extreme of a change - think of when you go from an air conditioned room to the hot outdoors, how hard that feels on your body... now imagine you're a chicken covered in feathers.
It's just so very hot where you are, so this poor chicken is really struggling. Honestly not sure what to suggest... he needs to cool off but you need to do it slowly. Is it possible to bring him indoors somewhere a little bit cooler but not immediately into an area that's fully air conditioned?
