My Delaware hen has bald spot on the back of her neck.

No rooster. Already 31weeks. No egg.

Looks like pin feathers coming in, not sure why it's so "pink" skin ...
Is the rest of her skin that pink?
Have you seen the 5 picking on each other?
Have you checked for external parasites; mites, lice?
What are you feeding?

Rest of skin is normal.
I don’t see milt lice
Feeding “Manna Pro Scratch Mixed Grains Chicken Feed”
 
Just looks like a hard molt in that one area.

Just a note, that Delaware is not a hen. Delaware hens have black tail feathers with a white line on the outside and a white shaft. Your bird's tail is barred which means it is a cockerel/rooster.
