My hens are not laying in there boxes?!?

I have 11 hens and lately I have been finding eggs all over my pen exept for in my nesting boxes. I have two and they are filled with paper shreddings but they are not elevated above the ground.i was wondering maybe if you new why they are not laying in my nesting boxes?

They may not like the paper.
The boxes may be too small.
They may not know what the boxes are for.
The last is easiest to fix. When you collect your eggs leave 1 in each nest.
If they don't go and lay next to it the following day then it is either size or the paper.
