Im sure it was not from a agency because they spelled clutter wrong at least 10 times and my english teacher said it would be legal to shoot if somebody if they broke into your house if somebody tried to kill your dogs wouldnt something make you mad enough to do that but i would most likely chase him and jump on him and beat him up and yes i know i have spelling and grammatical errors in my post but they had at least 10 errors and it was all on the word clutter. Cluter is how they spelled it and the note had no return address or name the only thing I know is that it was mailed from Pittsburgh. But we have ordered somthing like a bark off to keep them from barking and other people have dogs that bark soo...... yup we aint moving them

I would not necessarily trust that your English teacher is knowledgeable of laws regarding discharge of a weapon, particularly when the intent is to maim or kill. In most cities/towns discharging a weapon except to protect life is illegal--it is too easy for a stray bullet to injure or kill an innocent bystander. But it really depends on your state and local laws.

Of course I would be angry if someone did something to my animals, but the proper response is a legal response, not escalation into a blood feud. I suggest that you or your parents verify the noise and nuisance codes for where you live to make sure that you are not in violation. If you are in the clear, you should report anonymous notes and threats to the police or sheriff. If you are not in the clear, you need to do something to prevent the neighbor who dropped off the note from going through legal process to have you fined or your dogs confiscated.

Can you not take the chance of a trespassing charge and go get them? Maybe at night? Or early morning?

Ummm...a general rule is, don't shoot people on or off your property. You will not feel good about it later. An unrestrained animal is another story. I have no problem with SSS for a vicious dog.
