My roosters been lifting his feet high when he walks and his scales are lifted and his feet are red. I’ve been spraying colloidal silver mixed with water on them for months but no change. Is there anything I can do to help his feet?

That sounds just like Scaly Leg Mites;

Here is the treatment:
(1.) Soak the feet and legs in warm water.
(2.) Dry with a towel gently exfoliating any dead loose scales.
(3.) Dip feet and legs in oil (linseed, mineral, olive, vegetable) which suffocates the mites.
(4.) Wipe off the oil and slather the affected area with petroleum jelly.

The petroleum jelly should be re-applied several times each week until the affected area returns to normal. It may take several months for mild to severe cases to retur to normal.
