You could save his body and send it to your state lab for a necropsy to confirm or deny this disease.

We noticed he is a runt and a slow developer. He has always struggled to eat enough food.
He does struggle to eat big pieces. Also he has not disposed of anything in his crop for the past three hours.
He hasn’t pooped in about ten hours, he has been drinking a lot of water and still shows signs of appetite. Not sure if this is relevant but his stomach growls. When I feel his crop area is seems to be swollen. He has gotten very weak and is starting to breathe heavy.
Okay so to clarify we give him pellets and crumble mixed. As a baby he was always underweight. He struggles to eat crumble so we need to put water in it just so he can peck it. The best example I can think of is even on normal days he would fall over just trying to eat grass. He never properly developed his wattles. As well as always had bad balance. He was about five days overdue when born. Also he pooped a lot overnight, now we are struggling to get him to eat more solid foods. The only thing different from yesterday is he can't move his feet at all, but has attempted to stretch and clean himself.I'm sorry he is not doing well.
I agree, it does sound like Marek's. Can you clarify what you mean by he has always struggled to eat enough and he struggles to eat big pieces of food? Has he been kept from food by the other chickens or he just doesn't eat very well? How big is too big of pieces of food - pellets? Crumbles?
Not pooping in 10hrs, I would be inclined that he has a blockage somewhere, especially if he has been drinking. All of this could be symptoms due to disease. If you happen to lose him, getting necropsy will give you some answers.
