Peppers struggling?

Getting a bit late into the thread, but I planted pepper seeds in February inside, I put the plants in my garden in may or June, the other vegetables are growing like crazy, and after months, the peppers are maybe 8 inches tall. I bought a banana pepper plant from Home Depot because it was like $1.25, it was about 1 foot high when I put it in the ground, it hasn’t grown much, but it has 1 sad little pepper on it after about 6 weeks. Last year I grew peppers in cinderblocks, I filled the holes with container soil and put the plants in there. They thrived and I had a lot of peppers: bell, jalapeño, banana. This year I made a huge garden and I have about 10 pepper plants, they’re all runts. I’m using the same container soil as last year, but instead of cinder blocks, it’s a huge raised bed.
