Pet Duck Molting Flight Feathers??

Is it normal for my ten year old drake to be losing all his flight feathers? I have had him since hatching and I just never have seen it this bad. It's him (grey) and his brother who hatched at the same time. His brother looks normal (no molting). Shouldn't they molt at the same time? It's July in Central Florida. What I have read they don't molt until late summer. Any advice...?

My Runners seem to molt twice, once early spring and again mid summer, but it seems the flight feathers only molt late summer.
I'm at 47° latitude.
