I have a very small loft, 8x4 feet
8 x 4 is not exactly a small loft. I think you can keep up to 12 pigeons in it, especially since you do intend to coop fly them. If you do decide to sell the young, and there is a market for pigeons in your close area, best to sell them as squeakers. More peeps will purchase those than mature pigeons, especially since these are not racing blood lines wanted for breeding.
 
For the size of coop I have, how many pigeons can it support?
Most say 2-3 sq. Ft. Of floor space per bird. but, the more it think about it, thats not a good judge. It really depends on the amount of boxes and perches. after all, the only time pigeons are on the ground is to eat and drink, which is only about 1\2 hour of the entire day. So, do you have box perches? Those are the best, when trying to be able to increase your flock size in a smaller loft. It's really important for each to have their own perch, without having to fight for it. So, I would do a whole wall full of box perches, and you would be able to get 20-24 birds in there, if you are scraping perches at least once a day. As well as boxes and floors.

I have 5×3 loft, that i use for just one pair to breed. But, it has 17 box perches. I would be willing to put 12 birds in there, as long as I kept scraping perches daily. But most other things would say a max max of 7 birds, with 5 being better. Anyways, that's just my opinion. Good luck.

I have two shelves already but I’m planning on adding more. I just need to go fire out how since there’s only a few locations I could screw the boards in as it’s on a wire side that faces away from the house. I’ll post pics later and maybe I can get some help?

I couldn’t get a front picture since the wall is there but I have that shelf with a pair of nest boxes and a shelf above I want to add a back to. The whole thing is screwed into the frame, and it’s supported by that other board on the bottom. I don’t really have much to build off of.

what about to the right? I see some plywood. I doesn't take much to hold out some wood. A single three inch screw can hold over a 150 pounds. so two on opposite ends can get the job done. don't take any offence to this, but how are your wood-working skills? Can you build some simple 12×12 squares yourself?

That’s the back wall, witch I wish I had used in the first place lol. Too late now. If I built something there now I don’t think I would have any room to get to them. I know barely anything about woodworking lol.
 
Is the back wall 8 ft? What if you moved the boxes to the the side 4 ft wall. And the box perches to the right back wall? That would open it up a lot more.
The back wall is eight feet, and it’s the only solid wall there. I’d have to unscrew everything from where us is now to move it, and that would be quite a bit of work for me. Besides, I can’t do it right now since there’s eggs. Maybe later, but not now. Any other ideas?
