When I had a couple squabs hatch out during winter,,, I placed a Heat Lamp underneath loft area just under where they were. The warmth radiated up, and only plywood was the barrier.
I made sure that the heat was not too hot to cause fire hazard concerns. I did what I could at that time. I did not have a heating pad available. If I was to do a repeat,,, I would go with a heating pad sandwiched between 2 fireproof items, like large dishes. Nest bowl on top of that. I later place a Reptile Heated Rock on a shelf. It would keep the small or adults warmer .
