Pip Mark Question

Hello! I am wondering if someone could tell me if this is a normal marking above the pip mark. It's to the right of the pip mark. This is day 19 and it is a budgie egg.

I can't really see the mark in this photo. It could easily be a pip. Are they incubating or under a mother? It is so difficult, but it is best not to disturb them at this point.

They are incubating. She got up for a drink and I snapped the picture.

The mark looks a little red to me.
