I can see the saddle feathers coming in the blue one. The white, still leaning towards pullet. It is so hard to make out the feather shape on white birds but what I can see looks rounded. Maybe someone with more experience with pekins will have a better idea.

I actually think that both are supposed to be cockerels, even the white one. I just can't really put my head around the behaviour vs age inconsistency. The previous owner swore that thay hatched last year, in autumn. I don't mind if both are cockerels, I would be sad though if they turn out to be underdeveloped/inactive, as neither tries to crow or shows interest in any of the hen, which I supposed a 7 month old cockerel would do. At least every other roo I had before did that.
My hopes are with the probability that the previous owner got their hatcing time wrong, she had quite a huge flock of pekin and silkie bantams.
 
Both look like cockerels, to me. My Pekin pullets didn’t redden until they had been laying for a month. The cockerels do tend to be pleasant. I had a barred Pekin cockerel until he was 4 months old, he never tried to crow but I had to give him away. They may just take a while to come into their own. Just my opinions.
