Please Help - Possible Cow Abuse

Yes, talk to the owner first. I have seen too many situations where a well meaning passerby misread the situation and got the innocent owner into trouble to recommend going to the authorities as a reflexive measure. With livestock... not everything is always as it seems. But I wouldn't just ignore it either.
Unless the owner is aware of it and failing to provide proper treatment, or found to be engaged in other issues separate from but discovered because if the cow, there is no reason that they would "get in trouble" even if authorities became involved

You'd be surprised. :hmm It depends on local laws, I think, and whether animal rights people get involved. (They do, sometimes.)

In this case, I do find it hard to see how this could possibly have a good explanation that involved no fault on the owner's part, but it's on principal that I now dislike calling authorities before the caretakers.

It's hard to see animals that are suffering. And it's hard to say how much your neighbor is actually around. I have one neighbor I could have sworn was a second homeowner because I never saw him, turns out he lives there full time and we just have very different schedules. I'm not saying it's for sure not neglect, but perhaps starting with a non-accusatory conversation with the neighbor is a better first step than the police. Good luck!
Yes its similar here, he has a wife and daughter, son in law, and grandson all living in the home that I have never seen. My husband went over one day a few years ago and they said they lived there. Why did my husband go over you ask? Because his cows were in our front yard (was the original cows 2 son cows - not calf but larger and one was a full grown bull) We didn't care and our kids got a kick out of it but they did bust my birdfeeders and ate all the seed lol. Anyway, they are hoarders and have other animals that are not cared for, or at least used to, havent seen the dogs for over a year. I have heard him swear, like rage swear, at the cow when she was in the way of him driving through the field. :/

Think about this - would you want to police to come knocking on your door saying someone reported a "concern" about something going on on your property, then proceed to investigate?
I wouldn't appreciate it one bit. I would rather have that concerned party come to me and ask. They may be aware - they may be waiting on a vet to arrive, it may not be as as bad as it looks. Maybe they don't care.

It's been like that for 2 weeks, so really, I mean no offense - why so urgent and upset now?
 
That sounds like a rectal prolapse, and requires treatment. While I know what I would do, only you can decide if doing the right thing is important enough to you
I posted a little more info above, and I googled rectal prolapse and yes, that looks just like it.

Yep I feel the same way. It's been 2 weeks because we totally forgot about it and I just saw the cow out by our side of her field which is several acres large. I rushed in to post this without thinking before hand. I also posted some more backstory above.
