Is she being stubborn towards the water? You might have to restrain her as best you can to get her rinsed. And no, don't pull anything off forcefully. If it doesn't come off when you rinse it, I wouldn't take it off.

I don't know that much about more extreme bullying. Not to this point. My flock is pretty small in comparison, and the different breeds and age groups stick to their own little bubbles, so if there ever is a casualty, it doesn't get too major.
She will close her eyes. Even if it gets in there, it won't hurt her. The bloody water won't hurt her either. Maybe make her flap her wings and squirm, but it shouldn't hurt.
