Firstly, change their bedding. Newspaper is too slippery. Try something easier to grip to, like paper towel, or even a tea towel. This should help prevent anymore from getting it.

For the chicks with splayed leg, you could try giving them a splint to correct the leg position. I had a chick with the opposite problem. She had crossed legs. I was able to fix her leg position by holding her in my hands, with her legs in the proper position, for a few hours.

If you look up 'fixing splayed leg', you should be able to see images of splints people have used.
Here's an article that may help https://104homestead.com/fixing-spraddle-leg-drinking-glass/

For more help, perhaps @Nabiki or @Kiki could help.

Get the newspaper in the trash ASAP. Can you get some grippy shelf liner to use instead? Paper towels or a real towel will be better for preventing more leg issues.
I can not help with trying to fix the poor thing's legs.

Do you have a thermometer in there?

This idea worked thank you 1 servived chick is kicking alive
30 out 48 are kicking

Fixing the leg issue is pretty easy. You get some tape and tape their legs together where they're evenly spaced apart. If you do this early on they're usually healed in just a couple days time. just google fixing splayed leg like @Quailobsessed mentioned...

You may have other issues if that many are dying I think. 35C (95F) is a tad on the low side IMO. Make sure they are not piling on top of each other under the heat source. Also get rid of the newspaper as mentioned. It's slippery and can actually cause the splayed legs. Use fine pine shavings, rough textured paper towels, rubber shelf liners on top of newspaper or paper towels, or regular towels.
