Possible hackle feathers?

This is my "rhode island red" that is really some kind of production red and is about 12 weeks old. Their neck is very shiny and I noticed some weird things on its neck. I poked around and noticed they were growing new feathers! I think they might be a cockerel. They new feathers are a richer brighter red.

So taking pictures of chickens is hard....As far as full bodies go the feathers look VERY new they are not that visible yet, but the neck feathers are very shiny

Pullet. She's just growing in new feathers.

Definitely a pullet by the feathers near the tail. The comb is small too, a roosters would be bigger from what I've seen personally on my old flock RIR.
