That is a good timeline but nothing is set in stone when it comes to chickens except that they are indeed chickens.;)
It's not set in stone. Yes, i'm sure some early developing cockerels will develop male feathering at maybe 10 weeks.....(although i've never expirienced this) But i don't believe any males develop male feathering at 7-8 weeks.

Not normally. ;) My Crele OEGB's male specific plumage came in at 8 weeks, as demonstrated here. :)
