Prolapse problem

We have a hen with a Prolapsed vent and we did all the steps to correct it, however she is constantly pushing so when we fix it, she just pushes it back out again. It may have just been that it was an involuntary reaction, but it concerns me that there may be a blockage of some kind. Any ideas on what to do?
