Pullet or Cockerel?! 2.5-3 week old chick! Sapphire Gem

My two sapphire gems are growing much differently. Is one a cockerel or just a pullet with slower growth? Attached are photos. First picture is both - the left smaller one is the one I’m questioning and the right is the one that definitely looks like a pullet to me!
The rest are all other photos of the smaller one.

I think the one in question is a cockerel but I am probably wrong. Update in 2 weeks.
