Pullet Or Cockerel?

I have a 11 week old chicken, who has shown no obvious cockerel behaviour or cockerel feathering. When compared to my other 11 week old cockerels, this chicken is slower in growth has thinner legs and its comb has not grown much. Please see below pictures.

Please let me know what you think and also any suggestions as to the breed as I am unsure.

Pullet. Maybe a light Sussex mix or just a poorly coloured one? Where’d you get her?

Looks like a pullet to me. At 11 weeks, it would seem a roo would be more obvious & much redder.
This little lady makes me think of my amberlink when she was younger.

Kinda looks like a Delaware but has the wrong foot colour.

I believe she's a pullet for sure, but I can't help you with her breed

Thanks for reply. Hope that is the case will update in 5 weeks. Then I will hopefully get a even better indication.

I have now again waited another 5-6 weeks, it is now 16-17 weeks old. Who still thinks it's a pullet or does anyone think cockerel? Please see images below.
