Pullet (?) that attacks feet?

I just looked again and I think I can see the first bulge of a spur growing. From the behaviour alone I would just be prepared this is a male.
Both males, & females have spur buds, females can grow spurs too. I have a hen with a spur.
Not a good thing to judge upon.
 
I just asked previous owner about the behavior and she said that a young rooster tried to mate with her around 9 weeks so she assumed pullet....having never had roosters....can they tell the difference when their target is still young?
