Quail bedding for winter

just wondering what people use for quail bedding? I’m in northern Ontario and bring my babies inside for the winter months and use pine shavings, however it gets so insanely dusty so fast and my DH is not impressed. I was thinking of trying paper pellets and then giving them a pan with sand or shavings for their bath. Any suggestions?

I am bringing mine into the shed or garage for the winter (near Chicago). I plan to keep them on wire with boxes of dirt and perhaps boxes of pine shavings or straw for them to snuggle into for warmth.
