Hard to tell if that's serious bruising and swelling or infection but it LOOKS LIKE infection, and since the cure won't kill her, I'd put her on antibiotics as soon as possible. I prefer medicines that are added to water and withholding any other water sources until the course of treatment is complete, especially with quail as they can literally die from over-handling. Baytril if you can get it, generic name is enrofloxacin 10mg daily x7 days. If that's not available danofloxacin 10mg daily x7 days or marbofloxacin 5mg daily x 7 days (notice half as much marbofloxacin is used, don't want you overdosing your girl). No telling which, if any of these are available, if the store says you need a prescription for these or that they're not available, explain that your girl needs antibiotics for infection of unknown origin in her eyes, and ask what they have available without a prescription that would treat her. (Being a bit vague here will often get you a more broad-spectrum antibiotic).
