I would try Epsom salt first, then see what happens after a while.
Do you often put oil on his legs?
I too think it looks like fungal or bacterial.
Is he irritating his feet/legs somehow? Look for causes.
I would first try a fungicide or fungal cream for a couple of days. If that doesn’t work, try something that’s a bacterial cream.
Quit the oil, it may the problem.
I would soak once per day and wrap... I totally understand the catching problem!!
It doesn't look like Bumble foot to me at all...and what's with the oil on his feet? I also would would not put cream on his feet, I bet it would burn like crazy if it were not the right cream, this does look a little fungal to me, I'd try rinsing his feet with a fungicide a few times a day for a few days and see what happens...
