Red on legs

I have read threads on here about the red color on legs but could not find one that had pictures where I could compare to my little boys legs. Could someone give me an idea if this is normal or if it is irritated? I did change the brand of bedding recently, I found the pine in a larger bulk size and figured since I changed bedding quite frequently bulk size would be better unless it is the cause for the red. Should I worry? If it is irritation how do I treat it?

It is normal. Hormones flowing and it's springtime (or anytime.)
