Red Rash on Roosters Legs What Can This Be?????

A little while ago I noticed a rash on one of my rooster's legs and didn't think much of it, then after some time had passed I went to check on it and it was on both legs. I immediately assumed it some kind of burrowing skin mite so I slathered his legs in vaseline, but nothing has changed and it doesn't appear to be getting any better. What is the cause of this? Is it normal??

It could be normal mites, clean out your coop completely and apply a permethrine based product every where then get new bedding and litter.
You can pour poultry powder into a sock and dust your birds

He just eats the layer crumble with the hens and in the morning he usually gets sunflower seeds

Yep, looks like mites. Do as @nuthatched recommend. Use a permenthrin product on both the coop and the birds. Be sure to repeat in seven to ten days!

Yes, but the rash was there before he started.

He needs more protein as well. Can you get some all flock?

I'm going to buy some spray but I don't have any handy at the moment is there like a homemade mite killer spray I could make or only the store bought stuff works?
