Red pullet or cockerel?

Hello, wondering if I have a pullet or cockerel here. Gets mounted by other roosters, hasn't crowed. 15 weeks old. Thank you.

100% cockerel. The reason he hasn't crowed is because he is scared of the other males and does not want to look as if he is challenging them.

He's a cockerel. The other roosters might just think he's weaker.
