Pullets can have drooping saddle feathers but they'll have rounded tips. If it was a cockerel the saddle feathers would be skinny and pointed.

Well, I’ll take another picture in a couple of weeks and maybe things will be a little more clear . I would love a rooster (in the future) but we live in Denver where they aren’t permitted.
