It sounds like he may need Vitamin E, B1 and Selenium. A source of Vitamin E is in sunflower seed, pumpkin, sweet potato, broccoli and spinach. For B1 (Thiamine) beef liver, beef, pork, sunflower seeds, spinach, plain yogurt, and flax seed. For Selenium that can be found in eggs and tuna.
He would benefit from the protein like egg, tuna, fish or a little meat daily. It doesn't have to be much, but millet, corn, veggies and rice doesn't have much protein.
As for the Lamb's Quarters, in very small amounts, it won't hurt (as noted -by the previous poster it can be toxic in large quantities). I do pull these "weeds" and throw to my chickens for them to pick at, but they don't like a whole lot. As with anything moderation is key. If you have other fresh veggies you can give, that would be better.
The symptoms that you are seeing - the spinning, staring at the sky, etc. may be Wry Neck which is a symptom of several conditions - vitamin deficiency, injury to the head and diseases like Marek's, Newcastles and Avian Leukosis are the major causes. Hopefully with vitamin therapy and dietary changes you will see some improvement.
