rooster having swollen wattles, loss of balance and not eating..

Dealing with a virus is different than dealing with bacterial infection. While both are contagious, viruses are even more so. Unfortunately, while bacterial infection is treatable in chickens, virus infections are not. People that come down with it can treat it with oseltamivir (Tamiflu) or zanamivir (Relenza).
 
I have checked and he does not have any homorrhage on his skin. Is it a good sign or can it still be it?
Hopefully, it is just injury or an illness that is not that catastrophic. Just get him eating and drinking, be cautious with sanitation between him and the other chickens, and observe him. Keep us posted on how he is doing.
 
Hello everyone.. just checked on the rooster and he honestly looks almost the same and acts the same.. i took some more photos of him and took some of his skin. Idk what to do. He looks like he's suffering and i don't have much idea.. Im 15 and mostly the one who takes care of them and feed them but i showed my family photos of him and they all agree on taking him down which im not sure of because im kinda attached to them all but if it's the best for him then.. yeah.

I agree, listen your family. It can be hard to lose one when you are attached, but if he's suffering and in pain, unable to eat, I'm sure you don't want him to linger that way either.
