Rooster maybe :( Silkie + Barred rock

there are two of our chickens, a silkie and a bared rock. We are 99% sure the silkie is a guy because we heard what we think is crowing coming from it and the bared rock looks exactly like a rooster. please let me know if you think these are actually roosters because we are about to give them to our friend, because we are not allowed to have roosters in our neighborhood. they are both around 14-16 weeks old

I'm no expert on silkies, but that's definitely a crow; so definitely a cockerel, I think.
The bared rock is also a cockerel.
