Rooster or Hen

I have 2 chicks, one is very obviously a hen the other is different and thus is either developing a little slower or is a rooster. I cannot have a rooster where I live and I am wondering if you could help ID this as a rooster, but also suggest what I should do if it is. The are Plymouth Barred Rocks and are a little over a month old. Thanks!

At this point (really too early) color indicates that both are most likely pullets.

Bit early for me but if I had to guess I'd say hen.

Turns out it is one you can post in your state thread here but don't ask what is gonna happen to him if you are not willing to hear he is gonna go into a pot. Otherwise raise him till he starts crowing and eat him.

Thanks I know they can be food, so that is alright as long as I know I can give him to someone instead of getting in trouble for having it.
