roosters or not

Your black bird is definitely a cockerel - there are distinct male saddle feathers showing and the crowing is just the icing on the cake. As for comb development, if the bird were a pure austrolorp he would have a larger comb at this point, but because this bird is either a mixed breed or an entirely different breed than you were told that goes out the window as the type of comb this bird has combined with having some head dress leads to not having that "big roo comb" so many people associate with all male chickens.
Were they fuzzy little day olds when you got them or a bit more developed? How long have you had them? I am wondering if the age estimate is maybe a bit off - which would also add to the issue of their appearance vs. gender cues.

When should they lay eggs

The black bird will not lay - and I am not sold on the red bird ever giving you eggs either. While not as blatantly obvious as your black bird, there are certain "tells" showing on the red bird that are more noticable in some of the pictures than others. It is unfortunate that you were mislead as to the breed on your red bird - if it *were* an ISA sexing would be easy as ISA are a hybrid in which the males and females are so different in appearance that they can be sexed from when they hatch.
