Rooster's severely infected shanks! What should I do?

I feel fairly certain it's gout. I don't see any signs of infection, no redness or acute inflammation. The knots are mostly around the foot joints. Maybe try to get a look at a diagram to show tendons in the hocks as this is where gout will attack.

Update. Peter Brown from First State sent me an email, he looked at the post, and he IS busy, but said he will try to call me today.

I did kind of lose track because I was out of town. Did he go to the vet? Is help still needed for the visit?

No, seems the parents won't spend the money on the vet, but will let him buy meds online. I contacted Peter Brown, waiting for everything to come together.
 
Thanks, all. Peter still has not called me, even though I have no idea what to say. He really needs to talk to the kid. I have to coordinate those two getting together. He (Peter) knows there are a few of us that will help with the bill.
I hope this all goes smoothly. It almost looked in some of the pics, that rooster could use a spur trim.
I had a roo, his spurs were so long, he had trouble walking. I kept up on the pointy end of them, but finally trimmed them back to a shorter length. Much better....
